WASHINGTON a�� An early progress report on President Barack Obama's economic recovery plan overstates by thousands the number of jobs created or saved through the stimulus program, a mistake that White House officials promise will be corrected in future reports.

The government's first accounting of jobs tied to the $787 billion stimulus program claimed more than 30,000 positions paid for with recovery money. But that figure is overstated by least 5,000 jobs, or one in six, according to an Associated Press review of a sample of stimulus contracts.

The AP review found some counts were more than 10 times as high as the actual number of jobs; some jobs credited to the stimulus program were counted two and sometimes more than four times; and other jobs were credited to stimulus spending when none was produced.

For example:

_ A company working with the Federal Communications Commission reported that stimulus money paid for 4,231 jobs, when about 1,000 were produced.

_ A Georgia community college reported creating 280 jobs with recovery money, but none was created from stimulus spending.

_ A Florida child care center said its stimulus money saved 129 jobs but used the money on raises for existing employees.

There's no evidence the White House sought to inflate job numbers in the report. But administration officials seized on the 30,000 figure as evidence that the stimulus program was on its way toward fulfilling the president's promise of creating or saving 3.5 million jobs by the end of next year.

The reporting problem could be magnified Friday when a much larger round of reports is expected to show hundreds of thousands of jobs repairing public housing, building schools, repaving highways and keeping teachers on local payrolls.

But the White House promises many problems will be corrected in Friday's report.

"I think you'll see a pretty good degree of accuracy," said Ed DeSeve, an Obama adviser helping to oversee the stimulus program.

DeSeve said the administration is aware of problems with the early data. Agencies have been working with businesses that received the money to correct mistakes. Other errors discovered by the public also will be corrected, he said.

"If there's an error that was made, let's get it fixed," DeSeve said.

The White House released a statement early Thursday responding to the AP review, arguing what the administration said are the "real facts" about how jobs were counted in the stimulus data distributed two weeks ago. It said for the first time Thursday that release had been a test run of a small subset of data that had been subjected only to three days of reviews, that it had already corrected "virtually all" the mistakes identified by the AP and that the discovery of mistakes "does not provide a statistically significant indication of the quality of the full reporting that will come on Friday."

The data partially reviewed by the AP for errors included all the data presently available, representing all known federal contracts awarded to businesses under the stimulus program. The figures being released Friday include different categories of stimulus spending by state governments, housing authorities, nonprofit groups and other organizations.

As of early Thursday, on its recovery.org Web site, the government was still citing 30,383 as the actual number of jobs linked so far to stimulus spending, despite the mistakes the White House has now acknowledged and said were being corrected.

It's not clear just how far off the 30,000 claim was. The AP's review was not an exhaustive accounting of all 9,000 contracts, but homed in on the most obvious cases where there were indications of duplications or misinterpretations.

While the thousands of overstated jobs represent a tiny sliver of the overall economy, they represent a significant percentage of the initial employment count credited to the stimulus program.

Tom Gavin, a spokesman for the White House budget office, attributed the errors to officials as well as recipients having to conduct such reporting for the first time.

In fact, the AP review shows some businesses undercounted the number of jobs funded under the stimulus program by not reporting jobs saved.

Here are some of the findings:

_ Colorado-based Teletech Government Solutions on a $28.3 million contract with the Federal Communications Commission for creation of a call center, reported creating 4,231 jobs, although 3,000 of those workers were paid for five weeks or less.

"We all felt it was an appropriate way to represent the data at the time" and the reporting error has been corrected, said company president Mariano Tan.

_ The Toledo, Ohio-based Koring Group received two FCC contracts, again for call centers. It reported hiring 26 people for each contract, or a total of 52 jobs, but cited the same workers for both contracts. The jobs only lasted about two months.

I am the person starting the nonprofit and was wondering if i can sit on the board of directors as well? I plan on being in charge of the daily operations as the executive officer. Should I be on the board and nominate myself as Executive officer?

receptionist for nine months doing almost nothing but data entry and mail

two months (so far) government employee for job placement and unemployment problems and TAA (trade adjustment act) which includes lotsa paperwork

interpersonal communication and public speaking degree

some volunteer experience at some nonprofits during college-office and othertype work. no special skills or certificates or awesome GPA just average.

i am looking into speech pathology, jounalism, or human resources but dk how to get started plus i prob need more experience and/or education

I don't have the hiring manager's e-mail address (submitted resume using a form). Should I call her? It's a really well known nonprofit, so I dunno if she might be busy, and sometimes HR people just don't appreciate those calls. I can also go update my application on the website. Should I do that and change it to my cell number?

Hello all, I have a nonprofit health education group for teens. My partner and I are having a fundraiser table outside of a retail store. We bought those round, small glass fish bowl type things and some small chinese decor boxes. However, we have no idea what to put inside of them to sell. Keeping in mind that we are already outside of store. Can anyone help us out with a theme, some items to stuff or create with the bowls that will be inexpensive and maybe a price to sell? yes we are very weak when it comes to fund raising. Thanks All!

Democrats in the Senate need 60 votes to pass the bill.

"I'm told ... they have 53 to 54 votes in support of a public option in the Senate," Representative Chris Van Hollen, a member of the Democratic leadership, said at the Reuters Washington Summit.

Van Hollen predicted a government-run health insurance plan, which would offer consumers a nonprofit alternative to private health insurance companies, would be included in the final health reform bill from Congress.

The Maryland Democrat's comments follow a Washington Post-ABC News poll on Monday that showed 57 percent of Americans support a government alternative. As many as 76 percent backed such a plan as long as it was limited to those who could not afford private plans, according to the poll of roughly 1,000 people.

Health insurance firms strongly oppose a public plan, saying if would create an unfair playing field and drive some insurers out of business. Republicans, some businesses and other groups also oppose it.

President Barack Obama has made passing legislation that expands health insurance and curb costs his top domestic priority this year.

All three bills in the U.S. House of Representatives and one of two Senate bills call for some sort of nonprofit health insurance program overseen by the federal government.

House Speaker Nancy Pelosi said on Tuesday new estimates from the nonpartisan Congressional Budget Office (CBO) showed each of the three House proposals would reduce the U.S. budget deficit over 10 years and cost less than $900 billion.

"The preliminary estimates we've seen from the CBO enable us to make our choices knowing that whatever choice we make will reduce the deficit and will pay for the bill," said Pelosi, who did not release the estimates.

The three bills passed this year were above $1 trillion in cost. Pelosi said Democratic leaders would not bring forward a bill that did not meet Obama's goal of $900 billion. She has repeatedly said the final House bill will include a strong government-run health insurance option.

The Senate Finance Committee's bill, viewed as a leading proposal, does not contain a public option, which Obama says is needed to ensure price competition. Instead it allows for nonprofit private cooperatives, which proponents say would meet Obama's goal of providing competition to private firms.

Democratic leaders are melding the bills to come up with a final proposal for each chamber to vote on before negotiating on one final congressional bill to present to Obama.

"I believe that there's going to be enough energy and support that some form of the public option will pass," Van Hollen said, adding that a bill was still on track to pass this year. "I think we're getting near the end."

Analyst Ethan Siegal saw little appetite for a government option that reimbursed doctors at the same low rates as the Medicare insurance program for the elderly, or one that negotiated directly with providers over costs.

Instead, variations of the option -- such as one "triggered" by certain circumstances, or state-run public insurance plans rather than a federal one -- are more palatable, said Siegal, whose company, The Washington Exchange, follows the health debate and other issues for investors.

"Some combination of those are likely to be in the final bill," he told the Reuters Washington Summit, adding that passage is likely this year, although it could be early 2010 before Obama actually signs a reform bill into law.

If a public option is included, the bill won't get the U.S. Chamber of Commerce's support, the group's top lobbyist said.

"We will oppose it," said Bruce Josten, executive vice president for government affairs for the chamber, which claims to be the world's biggest business federation.

Aside from the public option, Van Hollen said House Democratic leaders are still working through how to ensure that no public dollars are used to fund abortion.

However, business people say that the do more to help others than nonprofit groups do because they provide jobs for people rather than giving them charity, which often precludes them from searching for work. furthermore, they believe that businesses create all the wealth that nonprofit groups distribute


In order to take possession of real estate as an officer of a nonprofit organization, does the nonprofit association actually have to be organized? Would it be fraud to accept the property? Would it be a criminal case or civil matter? This is a nonprofit unincorporated association.


ICANN: U.S. Moves to Lessen Its Oversight of Internet

Washington said Wednesday that it would give other governments and the private sector a greater oversight role in an organization that oversees the Internet.

The move follows criticism from European regulators and others that the American government could wield too much influence over a system used by hundreds of millions of people worldwide. Those critics have complained, among other things, about the slow rollout of Internet addresses in languages other than English.

Washington, however, stopped short Wednesday of cutting ties with the organization, the Internet Corporation for Assigned Names and Numbers, or Icann. The government agreed instead to establish advisory panels made up of government and private-sector representatives around the world.

The panels will review how open are the decisions made by Icann, whether they reflect the public interest, ensure stability and promote competition for domain names, like those ending in a�?.coma�? and other suffixes. Icann decisions could influence what domain names are available, what languages they are in and how much they cost.

a�?The Internet is on a long-term arch from being 100 percent American to being 100 percent global,a�? said Rod Beckstrom, the former U.S. cybersecurity chief who joined Icann in July as chief executive. a�?This is a significant step along that arch to becoming more global.a�?

Icann has had oversight over domain names under a series of loose agreements with the U.S. government, which financed much of the Interneta��s development. The latest expired Wednesday.

Many critics of Icann and its American oversight, including the European Uniona��s Internet chief, Viviane Reding, saw the expiration as an opportunity to revamp Internet governance.

Ms. Reding praised the new framework in a statement, and said the governments that now have more of a say in Icann should take advantage of the opportunity.

The Commerce Department has a guaranteed seat on only one of those panels, with the remaining representatives to be picked by leaders from Icann and its advisory committee of government officials.

But the panelsa�� recommendations will not be binding on Icann, and the Commerce Department retains oversight through a separate contract for Icann to handle the nuts-and-bolts of domain name administration. That contract runs through 2011; the new one taking effect Thursday covers Icanna��s broader role in setting guidelines and policies.

I have this problem with a creditor for a legally obligated debt incurred when I was sick. What happens was I then started a DMP Debt Management Program through a nonprofit.Essentially I made large payments every month which were a very largeportion of my income - 30% as a low income person. I finally came to about 340.00 dollars left and paid the rest through the DMP in April. What happened in the meantime is they did not credit two checks one for 150.00 and the other for 155.00. I asked them in the interim and after the balance paid off if they would send me a refund when they found those checks and they said yes immediately so I paid that balance knowing it was overpaid. Now it is nearly eight months later and they are giving me the run around. Every time I get a different response. The latest one is that they sent the check back as a refund to my 3rd party nonprofit and the nonprofit DMP has no record of such. I am rather sick of dealing with these people and gave them a 30 day demand letter with my intent to sue (for triple damages) allowable by the state of Massachusetts if they ignore me. Is this a case that is likely to be easy?


Okay, well I was planning on starting my own charity-nonprofit type of thing. My idea was to make and collect (and of course wash) and deliver stuffed animals, pillows, and blankets to the terminally illl children at our local children's hospital. however, i am struggling deeply to come up with a name for it! i was hoping to do something like "pillows4patients" but there already is one for that, but i like the ___4____ type of name. i was thinking cuddles4kids orr cuddles4patients but i am not really sure. can you help me think of a name please? I am thinking abotu starting my own nonprofit organization for cancer patients. My idea was to make pillows for the patients, and to call it PillowsForPatients, however that is taken. But then, I thought of also making decorated journals, chemo hats, and stuffed animals for them too. Can you help me come up with a name? So far, I've found information stating that the main difference between banks and credit unions have to do with ownership and profit/nonprofit status. However, I have been unable to find out the answer to a more specific question I have regarding the nature of credit unions and their banking operations. Any help in answering my questions would be greatly appreciated.

I am trying to figure out whether credit unions engage in fractionalization in the same manner that regular banks do. I already understand that conventional banks fractionalize their deposits by creating the vast majority of their funds "essentially out of thin air," by there being both existing demand for any loan that would create the funds for the borrower, and by the bank having that relationship/interaction with the federal reserve that allows them to create this money in this way, as depicted in the Federal Reserve document Modern Money Mechanics. These banks are essentially "a part of that system."

My question is whether "nonprofit," "local," "nonpublic" credit unions also actually engage in the same fractionalization practices. Do credit unions have the same relationship with the Federal Reserve as conventional banks do? In other words, are they a part of the same system? Despite initial deposits being made in theory by the collective pool of members of any given credit union, does the institution then work with the Fed to create additional funds equal to about 9 times the amount in deposit? If a customer receives loans from both a credit union and a conventional bank, what are the differences in origination of the funds, if any?


I want to incorporate as 501(c)(3) nonprofit intended to raise money for a speicific medical condition. If i raise money can I distibute funds/ make grants to speicfic individual doctors or research organizations and still retain my 501(c)(3) status. Any advice would be greatly appriciated!!


I am an RA on campus and I would like to show on November 5th, the movie "V for Vendetta" to my residents. I want my program to consist of an educational discussion about the 1605 Gunpowder Plot, leading into a discussion about government and the citizens role in policy, decision making, and "overthrowing" a government. This of course followed by me presenting the movie "V for Vendetta" to the residents who attended.

I am aware of the Fair Use guidelines but I am not sure if I actually meet them or not.
1) Purpose and Character of the Use: This is both nonprofit and educational.
2) The Nature of the Copyrighted Work: It is a movie. However it is not purely factual and scientific.
3) Amount and Substantially of the Portion Used: I plan to show the full length of the movie; highlighting cause and effect patterns, movement from compliance to anger of the government, historical facts listed within the movie, etc.
4) Effect on the Potential Market for or Value of the Work: None what so ever. The students who will be attending my program will be viewing a movie which is not currently playing in theaters, and which has been on T.V. multiple times. If anything it may encourage people who enjoy the movie to go out and buy a copy.

An explosive new book based on a daring six-month undercover operation exposing the subversive agenda of the Council on American-Islamic Relations reveals the Muslim group spent $160,000 in an unsuccessful effort to run top-rated nationally syndicated radio host Michael Savage off the air.

Internal CAIR documents uncovered in "Muslim Mafia: Inside the Secret Underworld That's Conspiring to Islamize America" show that despite its high cost and the continued success of Savage's show, CAIR Executive Director Nihad Awad believed the campaign was "worth every penny," because, he says, the radio star lost at least $1 million in advertising

Authors P. David Gaubatz and Paul Sperry recount how CAIR ran out of money before it could crack Savage's most loyal sponsors.

As WND reported, Savage sued CAIR in December 2007, two months after the Muslim lobby group began urging "people of all faiths" to contact Savage's advertisers to protest "anti-Muslim bigotry" on the air. CAIR cited Savage calling the Quran "a throwback document" and "a book of hate" and demanding CAIR be thrown out of the country for promulgating it.

Savage's copyright infringement and RICO lawsuit alleged CAIR illegally published singled-out quotes and audio excerpts from the show regarding Islam, misappropriated his words and used the clips for its own fundraising purposes, damaging the value of his copyrighted material. Judge Susan Illston of the U.S. District Court for the Northern District of California dismissed the case, determining CAIR had a legal right to use excerpts of a public broadcast for purposes of comment and criticism. But Illston ruled in Savage's favor when CAIR attempted to extract attorneys fees. Savage declared Illston's November 2008 decision a "huge victory for me, personally, but also for the rest of America who is afraid of this lawsuit-happy group of intimidators."

In their new book, Gaubatz, a counter-terrorism investigator and former federal agent with vast experience in the Middle East, and Sperry, a veteran reporter on the war on terror and author of "Infiltration," document CAIR's role as a U.S. front for the Muslim Brotherhood's plan to transform America into an Islamic nation under the authority of the Quran.

In a chapter titled "Blackmailing Corporate America," the authors show how CAIR tries to intimidate major corporations and media figures, such as Savage.

An internal memo a�� one of thousands of pages extracted by Gaubatz's son Chris, who posed as a Muslim convert and became a CAIR intern for six months a�� showed CAIR considered broadening its campaign against Savage.

The effort against the talk-radio star included formation of a nonprofit called Hate Hurts America, which published on its website lists of advertisers along with contact information.

A CAIR staffer wrote in an internal memo that the "idea behind Hate Hurts America is great and has the potential to go far. However, I feel that if you want to continue with HHA and not lose momentum, the campaign needs to expand beyond Michael Savage to other bigoted talk show hosts."

The report noted that it's much easier to get the attention of large corporations rather than small firms or franchises, because large corporations like AT&T have a reputation at stake and "don't want to be associated with anything that might seem controversial."

The CAIR memo said, however, companies that are endorsed or directly promoted by Savage on the air, such as Life Lock or Swiss America, are "an absolute no" for targeting.

"They are loyal to Savage and there is a chance they might sue," the memo said.

As WND reported, the British government apparently seized on campaigns against Savage by CAIR and others when it used his name to provide "balance" to a "least wanted list" dominated by Muslim extremists. An ISP offers three subscription packages to its customers, plus a discount for nonprofit organizations:

Package A 10 hours of access for $9.95 per month. Additional hours are $2/hour. Package B 20 hours of access for $14.95 per month. Additional hours are $1/hour. Package C Unlimited access for $19.95 per month. Nonprofits Nonprofit organizations receive a 20% discount on all packages.

I need to write a program that will allow the user to enter a package (A, B, or C), nonprofit status (true/false, y/n, etc), and the total number of hours used. The program should then compute and
display the total charges factoring in any additional hours of access and nonprofit status.

Ugandan refugee turns hotel soap to hope

Nearly two decades after he arrived in this country, Ugandan Derreck Kayongo is still bowled over by one subtle display of American wealth: the endless array of soaps available in stores.
In his African homeland, the cost of soap is out of reach for many, often with tragic consequences. In 2004, the World Health Organization found roughly 15 percent of deaths among Ugandan children under age 5 resulted from diarrheal diseases, many of which could be prevented through hand sanitation.
Now America's bountiful soap bars have prompted Kayongo to launch the Global Soap Project, an effort to help his country's poorest - one used bar of hotel soap at a time.
An Atlanta-based anti-poverty advocate, Kayongo has collected several tons of lightly used soap bars under a plan to melt them down, sterilize them and reshape the soap for shipment to refugees in Uganda to help curb disease.
For Uganda's destitute, soap is a luxury. "Most people find it very hard to spend money on something like soap which could actually help them prevent diseases," Kayongo said. A bar of soap can run 500 Ugandan shillings - about 10 American cents - on a continent where many refugees have a dollar to live on daily.
Cleaning up with used soap sounds, well, dirty.
But Kayongo said soaps will be separated by hotel brand and gently washed to remove makeup and other surface dirt. Next, bars will go into a high-temperature oven where they will melt and transform into a soapy, sterile, slurry. Kayongo said the mixture will go into molds to harden and emerge as large bars of soap. "All it needs is just cleaning and re-melting and remolding," he said.
Soap for charity
Each day, in millions of American hotel rooms, the cleaning staff replaces soap and other toiletries.
Patrick Maher, a consultant to the American Hotel & Lodging Association, said hotels usually throw away used soap. But he said nonprofits have begun stepping up to recycle soap for charitable purposes.
"It's one of the new things this year," Maher said.
One such charity, Florida-based Clean the World, says it has collected about 17,000 pounds of used soap since February for distribution in impoverished countries worldwide.
For the Global Soap Project, Kayongo says he has gathered 10,000 pounds of used hotel soap from 60 hotels in Georgia, Florida and Tennessee. Hotels collect lightly used bars which they place in bins. One of Kayongo's 10 volunteers takes the bars to a donated warehouse near Atlanta that he's using.
Kayongo's own family had once thrived off his father's business making soaps and running a printing press in Uganda. But Kayongo said they went from being members of the middle class to refugees, losing everything under the harsh rule of former Ugandan dictator Idi Amin.
The family fled to Kenya, where Kayongo said life without basics became the norm.
Now Kayongo wants to give other refugees a small item that can make a big difference. He plans to send off his first shipment in late October.
Kayongo, a senior advocacy field coordinator for CARE International, has committed about $5,000 of his own money toward the $13,000 cost to send the soap and is seeking donations to make up the rest. CARE International, a global anti-poverty group, is not sponsoring the project.
The luxury of soap
Since June, just one Ritz-Carlton hotel in Atlanta's Buckhead neighborhood has turned over 3,000 pounds of soap which otherwise would have gone into the trash.
"When I heard Derreck speak about it, I thought it sounded really easy and why haven't we been doing this all along?" said Olivia Brown, a manager at the hotel.
Kayongo got the idea back in the mid '90s. He'd recently arrived in America and when he settled into his hotel, Kayongo was surprised to find packages of soap.
He used the bars, but was confused the next day when he found they'd been replaced.
"This went on for two or three days," said Kayongo, who finally called his father back in Africa and chuckled about it.
The men talked about how the soap could be melted down and reused. Kayongo sat on the idea for a few years, until his father recently brought it back up.
"If you live on a dollar a day," Kayongo said, "what are the chances you spend even one cent of that dollar on buying a luxury like soap?"


I work for a nonprofit that is attempting to garner publicity by distributing press releases. We have circulated press releases about our career fairs, small business loans, and other topics, but have yet to receive a response from the media.

We usually approach this by sending emails to the editors of local news publications. We always confirm that it's ok to send press releases to the contacts we find online. --- But they don't respond.

Is there a certain way to distribute press releases that might bring us more success? We can't afford PR Newswire or BusinessWire right now, so we're trying to do this as inexpensively as possible.

This is a charity or nonprofit that will focus on holding tournaments and events for gamers on internet or gaming platforms (I.E. WoW, Xbox LIVE, etc.) which have an entrance fee, and all proceeds go to the chosen charity. We have already had a venture like this that got a good $2000 bucks for charity... So I am sure it will work.

The name is lesserthanthree.org. Lesser-Than-Three. That is a play on words of the internet meme of using "<3" in text-messaging or IM'ing language for a heart, which of course goes hand in hand with charities.

Say you had to choose between one of them.
Either a trillion dollar subsidy of the insurance industry or a public option for the uninsured that is nonprofit, and is funded independently by those who sign up for it. Which would you rather go for?
Hmm such a decision. Do you go with running the country into debt so that you can bow before the corporate masters as Baucus wants to do or do you choose the fiscally conservative alternative and go with the public option which wouldn't cost anything?
Oh enormous you're so right. Health care isn't an issue at all. Things are fine the way they are. We'll just let the ER be the primary care physician for the uninsured. It's so much more convenient and cost effective that way!
Mopar, whichever bill finally comes out of Harry Reid's meat grinder, it is likely to include tort reform and a broader marketplace for consumers to purchase a plan from other regions. Both were mentioned in Obama's speech to the joint session of congress. They'll contribute to lowering prices, but they won't be as effective as........
a public option.
Mopar, they can write the legislation so that the public option isn't able to "dip into tax money". By getting profit and corporate overhead out of the picture, the public option would be able to reduce prices enough to keep private insurance honest but not so much that it would make private insurance costs prohibitive.


I am writing thank you notes to businesses who donated baskets to our nonprofit silent auction. If no one bid on their items, how do I word the thank you note? I need to let them know we appreciate their donation, but to not expect anyone to use the services they offered in their basket. Any suggestions?
